Hudson Peaks Consulting LLC

Quality & Code Compliance Services

Catch it before it is covered. Prove it at closeout.

Rework, failed inspections and open non-conformances cost more than quality management ever does. Hudson Peaks provides the QA/QC managers, construction inspectors and code-compliance staff who build the quality plan, verify the work in the field and carry every deficiency through to documented closeout.

Our quality program is led by ISO 9001 lead auditors and backed by a NYC DOB Class 1 Special Inspection Agency and a registered materials laboratory, so inspection, testing and quality management come from one accountable source with a licensed professional engineer reviewing the record.

What We Provide

  • Quality Planning

We write the Quality Management Plan or Contractor QC Plan to the owner’s format (MTA, PANYNJ, NYC DDC, SCA, USACE three-phase), defining responsibilities, inspection and test plans, hold and witness points, sampling frequencies and documentation requirements, and obtain owner approval before work begins.

  • Field Verification

QA/QC managers and inspectors are on site daily, performing preparatory, initial and follow-up inspections, witnessing tests, coordinating Special Inspections and verifying conformance with the NYC Building Code, IBC or NJ Uniform Construction Code before the next activity covers the work. Deviations are reported to the project team the same day.

  • Non-Conformance & Closeout

Every deficiency is logged as an NCR, assigned, tracked through engineering disposition (use-as-is, repair, rework, reject) and corrective work, verified and closed on a live register the owner can see. At completion we assemble inspection records, test reports, certifications and NCR closures into the package needed for acceptance and final payment.

Who We Serve

  • Owners and public agencies that need independent quality assurance

  • General contractors that must staff a Contractor QC program

  • Construction managers

  • Design professionals of record

Your Challenges, Our Solutions

  • Owner requires an independent QA presence

Owner's QA inspectors and statistical verification of contractor QC test data, reported directly to the owner.

  • Contract requires a Contractor QC Manager

A qualified QC Manager and inspection staff provided to the contractor, with a QC Plan written to the agency format.

  • Deficiencies that linger to closeout

Live NCR register with same-day deviation notices and verified closure, so punch lists shrink instead of grow.

  • Special Inspection and TR coordination

Class 1 agency coordination of TR1 and TR8 filings, so code inspections and quality control run on one schedule.

What's Involved

Our quality and code compliance scope typically includes:

  • Project-specific Quality Management Plans and Contractor QC Plans

  • On-site QA/QC Managers and construction quality inspectors (owner QA or contractor QC)

  • Code compliance inspection (NYC Building Code, IBC, NJ UCC) and coordination with the AHJ

  • Special Inspections coordination and TR1 / TR8 filings (NYC DOB Class 1 Agency #008381)

  • Submittal, RFI and shop-drawing technical review and tracking

  • Three-phase inspection (preparatory, initial, follow-up) and hold-point management

  • Witnessing of field and laboratory testing; statistical verification of contractor QC data

  • Non-Conformance Report (NCR) tracking, engineering disposition and closeout

  • Internal quality audits and corrective- and preventive-action programs

  • Material certification and test-report verification

  • Inspector daily reports, photo logs, deviation notices and closeout documentation

Standards & Methods

Standards and frameworks our quality programs are built on include:

  • ISO 9001:2015 quality management principles; ISO/IEC 17020 (inspection bodies) and ISO/IEC 17025 (testing laboratories)

  • ASTM E329 (agencies engaged in construction inspection and testing), ASTM C1077 (concrete testing laboratories), ASTM D3740 (soil and rock testing laboratories)

  • NYC Building Code Chapter 17 (BC 1704 special inspections, BC 1705 structural tests) and 1 RCNY 101-06 / 101-07; TR1 and TR8 technical reports

  • IBC Chapter 17; NJ Uniform Construction Code (N.J.A.C. 5:23)

  • USACE ER 1180-1-6 / EM 385 three-phase quality control; MTA, PANYNJ, NYC DDC and SCA quality manuals

Why Hudson Peaks Stands Out Among Quality Management Firms

Hudson Peaks is a New York and New Jersey inspection and testing firm that has delivered quality and inspection services on transit, aviation, school, housing, municipal and infrastructure programs for public owners. The Special Inspections, concrete, soil and steel testing and quality management on a project can all come from HPCL, which removes hand-offs and conflicting reports.

Licensed professional engineers review quality plans, audit findings and NCR dispositions, so decisions made in the field are backed by engineering judgment and by a quality system built on ISO 9001 principles alongside our ISO/IEC 17020-based inspection agency and ISO/IEC 17025-based laboratory.

  • ISO 9001 lead-auditor-qualified quality staff

  • Special Inspections, materials testing and QA/QC from one source

  • Senior P.E. oversight of plans, audits and NCR dispositions

  • Public-agency quality formats: MTA, PANYNJ, NYC DDC, SCA, USACE

  • Same-day deviation notification and electronic report delivery

  • Quality tracked from preparatory inspection to accepted closeout package

  • Certified MBE / DBE / SBE participation with a technically substantive scope

Digging Deeper: QA vs. QC

Quality Assurance is the planned system of procedures, responsibilities and audits that makes consistent quality possible; on public work it is usually the owner’s function. Quality Control is the inspection and testing that verifies each piece of work against the drawings and specifications; it is usually the contractor’s. Agency specifications increasingly require both, with a named QC Manager independent of production and owner QA verifying contractor QC data statistically. Hudson Peaks provides either role, and keeps them separate when it provides both.

Digging Deeper: Making NCRs Work

A non-conformance register only helps if it is current, visible and closed. We log each NCR with photographs and the specification reference, route it for engineering disposition, verify the correction in the field and close it with evidence. The register is shared with the owner in real time, so closeout is a formality rather than a negotiation.
