Pre- & Post-Construction Condition Documentation
All Services
A defensible record of what was there before you started.
When a neighbor reports a crack six months into construction, the only thing that settles the question is a dated, photographed, signed record of that wall before the first pile was driven. Hudson Peaks performs pre-construction condition surveys, construction-phase documentation and post-construction surveys that protect owners and contractors from unfounded damage claims and identify real ones early.
Our surveys are performed by engineers and inspectors who also run the monitoring program, so crack gauges, tiltmeters and settlement points are placed where the baseline survey says they matter, and movement data is interpreted against the baseline by the same team.
What We Provide
-
Pre-Construction Condition Survey
Before excavation, pile driving, demolition or vibratory work begins, we survey adjacent properties inside and out: structural and architectural cracks, spalls, settlement indicators, water staining, window and door operation and existing repairs. Each observation is located, measured, photographed and dated, and cracks are mapped on elevations and plans.
-
Construction-Phase Documentation
Milestone re-surveys (after excavation, after foundations, after dewatering ends) and complaint-response visits record how conditions are tracking while there is still time to adjust the work. Where the baseline survey identifies vulnerable conditions, crack gauges and tiltmeters are installed there and read through construction.
-
Post-Construction Survey & Comparison
At completion we re-survey the same properties and issue a comparison report identifying any change from baseline, supporting fair resolution of claims and clean project closeout. The full photographic archive is retained for the life of the project.

Your Challenges, Our Solutions
-
Damage claims from adjacent owners
A located, measured, timestamped baseline that distinguishes pre-existing conditions from construction effects.
-
Code and agency submittal requirements
Surveys and monitoring plans prepared to NYC BC Chapter 33, TPPN 10/88 and MTA/PANYNJ adjacent-construction specifications.
-
Neighbors who refuse access
Documented notification attempts, exterior and common-area surveys and a recorded refusal that demonstrates reasonable effort.
-
Fragile, historic or sensitive structures
Lower vibration thresholds, denser crack-gauge and tiltmeter coverage and more frequent re-surveys tied to the monitoring program.
What's Involved
Our documentation scope typically includes:
-
Zone-of-influence definition and survey scoping from the construction method and geotechnical conditions
-
Pre-construction condition surveys of adjacent buildings, structures, streetscapes and utilities
-
Interior and exterior crack, defect and distress mapping with measured widths and locations
-
High-resolution, timestamped photographic and video documentation indexed to survey sheets
-
Owner-notification and access coordination; documentation of refused access
-
Crack gauge and tiltmeter installation tied to survey findings
-
Construction-phase re-surveys at defined milestones and in response to complaints or exceedances
-
Post-construction surveys and baseline comparison reports
-
Damage-claim investigation and documentation support
-
Secure, searchable digital archive of all survey records, retained for the project life
Standards & Methods
Requirements our surveys are prepared to include:
-
NYC Building Code Chapter 33, including BC 3309 (protection of adjacent property) and pre-construction survey and monitoring requirements for excavation, underpinning and demolition
-
NYC DOB TPPN 10/88 (vibration and monitoring of adjacent structures) and project-specific vibration limits
-
MTA / NYCT, LIRR and PANYNJ adjacent-construction and condition-survey specifications
-
NYC Landmarks Preservation Commission requirements where landmark or historic-district structures are affected
-
ASTM E2128-style systematic documentation practice for condition assessment
Why Hudson Peaks Stands Out for Condition Documentation
Hudson Peaks surveys are performed by engineering staff who recognize structurally significant distress and distinguish it from cosmetic conditions, along dense residential blocks, active rail corridors and landmark structures for the MTA, NYC DDC and private developers.
Most firms treat the condition survey as a photo exercise separate from monitoring. We treat it as the baseline for the monitoring program: the survey tells us where instruments belong, and the instruments tell us whether what the survey recorded is changing.
-
Engineers and trained inspectors, not just photographers
-
Survey and instrumentation & monitoring from one team
-
Claim-ready methodology: located, measured, timestamped and signed
-
Urban, transit and landmark-adjacent experience
-
24/7 dispatch for short-notice and complaint-response surveys
-
Certified MBE / DBE / SBE participation with a technically substantive scope
Support for Every Project Phase
1. Pre-construction
Define the zone of influence; notify owners and schedule access; perform the baseline survey; install crack gauges and tiltmeters.
2. Construction
Milestone re-surveys; complaint-response inspections; monitoring data interpreted against the baseline.
3. Closeout
Post-construction survey and comparison report; archive delivered to the owner and contractor.

Digging Deeper: Defining the Zone of Influence
Which properties to survey is an engineering question, not a guess. We derive the zone of influence from the construction method (pile driving, vibratory compaction, deep excavation, demolition), the excavation depth and support system, the soil profile from the geotechnical report and the sensitivity of the surrounding structures, then recommend the survey limit and the instrumentation that should accompany it.
Digging Deeper: When Access Is Refused
Not every neighbor lets you in. We document notification attempts, dates and responses, survey the exterior and any accessible common areas, and record the refusal in the report. A documented refusal is itself protective: it establishes that the contractor made a reasonable effort before work began.
Frequently Asked Questions
What is a pre-construction condition survey?
A documented record of the existing condition of buildings, structures and infrastructure near a construction site, prepared before work begins so that later changes can be identified objectively. In New York City it is a routine requirement of the adjacent-property protection provisions of Building Code Chapter 33 and of most agency contracts.
Which properties should be surveyed?
Every structure within the zone of influence of excavation, pile driving, demolition or vibratory compaction; we define that zone from the construction method and the geotechnical conditions.
When should the survey be done?
After the construction method is set and before any activity that could affect adjacent structures begins, allowing time for owner notification and interior access.
Do you monitor conditions during construction?
Yes. Crack gauges, tiltmeters, settlement points and vibration monitors are installed and read by HPCL's Instrumentation & Monitoring group, and interpreted against the baseline survey.
How are the records delivered and kept?
As a signed report with mapped observations and a searchable digital archive of timestamped photographs and video, delivered electronically and retained by HPCL for the life of the project.
